A dedicated advocate for workforce advancement and economic development, Sylvia is the Founder of the Coalition for Apprenticeship Partners in Economic Development (CapEd). Through this platform, she designed and championed groundbreaking legislation to create a sales tax refund incentive for employers who developed more diversified apprenticeship programs in emerging fields — a measure that passed both the Texas House and Senate and was signed into law by Governor Abbott during the 87th Legislative Session in 2021 and recognized for her efforts by the Governor under the Texas Workforce Commission.

As a Property Manager, she has overseen diverse portfolios of commercial and multi-family assets, and as a Leasing Professional, she managed a 25-property portfolio comprising over 3,000 apartment homes in Austin’s vibrant market. She holds the designation of Texas Accredited Commercial Specialist (TACS), a Master’s degree in Legal Studies from Texas State University, and a Bachelor’s degree in Political Science from St. Edward’s University.
